dr hab. Sebastian Kozłowski – Ph.D., a research fellow at the University of Warsaw (Department of Political Science and International Studies) since 2004. Associated with the Faculty since 1994, first as a student and then as a Ph.D. student. Since 1998 he has been involved in the sociology of politics and local government functioning, analysis of organisational pathologies and issues of Polish systemic transformation. He is an expert in local government issues (participant of numerous conferences with participation of scientists and local government practitioners). In 2016, he was awarded a postdoctoral degree in social sciences in the discipline of political science for his scientific achievement titled: “Empowerment of local self-government during systemic transformation in Poland”. Since 1998 he has been involved in local government, especially in the local government of the right-bank Warsaw. He served three terms as a councillor between 1998 and 2010. He was a member of the management board (deputy mayor) of the Warszawa-Targówek municipality, responsible mainly for housing investments. He has also worked on housing and trade organisation issues and environmental protection. In 2004-2005 he was an advisor and later head of the political office of the Minister of Health. He also served for a year as editor-in-chief of the national local government magazine “Przegląd Samorządowy. Monitor Zamówień Publicznych”. He has clerical experience – work in the Warsaw City Hall (Head of the Human Resources Department for the Praga-Północ district). He coordinated matters of management control and risk management. He was also responsible for the introduction and implementation of the first participatory budget in the Praga-Północ district. In the period 2018-2019 he was Deputy Mayor of Karczew Municipality. Since 2015, he has been on the list of experts entitled to participate in the selection of projects submitted under the Regional Operational Programme of the Mazowieckie Voivodeship for 2014-2020. He is also an expert of the National Centre for Research and Development in the Operational Programme Intelligent Development. In 2017, commissioned by the Centre for Social Communication of the City of Warsaw, he prepared a Diagnosis for the Programme for the Development of Dialogue and Social Communication in the City of Warsaw.

Research interests

Sociology of politics, risk management, problems of local government functioning, issues of Polish systemic transformation, sociopolitical analysis of organisational pathologies, deterministic and indeterministic concepts in political studies.
