Ladies and Gentlemen,

In 2022 we will be celebrating 100 years since the civil service was enacted as part of the Polish legal system. The introduction of the Act of 17 February 1922 on the State Civil Service less than three years after Poland had regained independence was an undisputed success of the contemporary political class. The civil service was key to the revived statehood. Without a doubt the civil service facilitated the reconstruction of the Polish state and civil servants laid the groundwork for this process.

The 100th anniversary prompts reflections on the state of the civil service, its key problems and challenges and a search for effective modernisation solutions. Another aspect worth considering is the public perception of the civil service as a body responsible for a whole series of key functions.

The Faculty of Political Science and International Studies of the University of Warsaw is organising this event to provide a platform for debate on the issues listed below and formulate official guidelines for modernisation. We believe that the civil service should act as a true backup for the government and assist the citizens and other stakeholders of the public administration system through its services.

Programme

The description below sets a basic framework for the programme. Details of the final conference programme will be published after registrations are closed.

The first part of the conference will involve a panel that will look at 100 years of the Polish civil service from the international perspective. Participants of the panel will include:

  • Christoph Demmke, University of Potsdam
  • Paul Joyce, Publications Director, IIAS
  • Jan-Hinrik Meyer-Sahling, University of Nottingham
  • Guy Peters, University of Pittsburgh, President of International Public Policy Association

The second part of the conference will focus on the political context of the civil service. There will be a presentation of political leaders’ opinions on the civil service followed by a discussion between analysts.

During the third part of the conference results of the research into civil service carried out by the research team led by prof. dr hab. Jolanta Itrich-Drabarek will be presented.

The fourth part of the conference will look at the civil service in Poland from the historical perspective. A starting point for the discussion will be the Act of 17 February 1922 on the State Civil Service.

To register for the conference you must fill out an electronic registration form. You will receive a reply to your registration via email.

Please specify the form in which you wish to attend:

  • Attendee with paper presentation
  • Attendee without paper presentation

If you register as an attendee with paper presentation, your registration form should include the paper title, abstract (up to 300 words) and a biographical note.

Selected papers will be published in Studia Iuridica (100 pts) or special conference proceedings.
