The creation of laws according to the highest standards was the subject of a discussion that took place on Thursday, November 20, 2025, during another meeting at Prof. Zbigniew Lasocik’s Science Café. The discussion was introduced by a very informative lecture by Dr. Marzena Lasowska, Head of the Office for Expertise and Regulatory Impact Assessment of the Sejm Chancellery.

Looking at the dynamics of public life in Poland, but above all at the complex political process, one may ask a legitimate question: how can good laws be created in such difficult circumstances? In other words, we ask how laws come into being. The matter is complicated on many levels. Nominally, it is created by Parliament, but we want to know who can comment on the content of the proposed regulation and in what manner. This issue was the subject of an interesting discussion, also because democracy requires as many such consultations as possible. And what about the content of the law? In a normal situation, the most important question is whether the law is necessary and whether it will solve a specific problem. For over a decade, our attention has been focused on another issue: will the enacted law be signed by the person who should sign it? The quality and “utility value” of the law cease to matter.
