

The Aleksander Kwaśniewski Amicus Europae Foundation, the Gabriel Narutowicz Institute of Political Thought, and the Faculty of Political Science and International Studies at the University of Warsaw cordially invite you to participate in the debate “Foreign and European Policy – Cooperation and Competition,” which will take place on April 13, 2025 (Monday) at the Old Library of the University of Warsaw, 26/28 Krakowskie Przedmieście Street in Warsaw.
The aim of the debate will be to analyze the relationship between the Council of Ministers and the President of the Republic of Poland in the context of shaping foreign and European policy. We will discuss the constitutional powers of both branches of the executive, points of intersection, and potential sources of conflict. Participants will also reflect on mechanisms enabling the development of a coherent and long-term foreign policy based on cooperation rather than competition. We are also open to proposals for amendments to the Constitution, which, in the opinion of the panelists, could contribute to improving the quality of cooperation between the main centers of power in the future.
