Bio:

Léa Xailly 

PhD student at the Europes-Eurasia Research Centre (CREE) at the National Institute for Oriental Languages and Civilisations (Inalco), Paris. Research fellow at the Institute for Strategy and Defence Studies (IESD), Lyon. Her research interests: Security policies in Central and Eastern Europe, Geostrategic issues of the Baltic Sea-Black Sea isthmus, and Polish Eastern Policy.

 

Abstract: 

Although France and Poland share a rich legacy of strategic cooperation, the two countries’ relations in this field have largely deteriorated over the past decade with mistrust and misunderstandings. Since 2019, a progressive revival of political dialogue has taken place. Visiting Warsaw in February 2020, French President Emmanuel Macron and Polish Prime Minister Mateusz Morawiecki signed a new cooperation programme (2020-2023) as part of the Franco-Polish strategic partnership. But Russia’s attack on Ukraine in February 2022 initially rekindled tensions between the two countries, due to dialogue attempts with Russian President Vladimir Putin initiated by President Emmanuel Macron. At a time when France and Poland both support Ukraine and are themselves NATO allies, this presentation aims to examine the current strategic cooperation between the two countries in the context of the war in Ukraine.
